Starting a high school volunteer program at my hospital?

My local hospital doesn't have a youth volunteer program, and I would really like to set one up. I know so many people who would do this if there was an opportunity. The people there are difficult, and I would like to make it easier for teens to put in some hours in a hospital environment. The closest program is more than an hour away. I managed to volunteer at our local hospital - by joining the Ladies' Auxiliary there. Completely unexciting, and waaaaaay more trouble than it was worth. I'm looking for the guidelines and legalities for that sort of thing, in hopes of facilitating the setup of a youth volunteer program.
