Am I the victim of harrment?

I walk into a pizza place to pick up an application and an off-duty recognizes me (this is not my first rodeo) and calls the station and they run NCIC on me...comes back clean, then he calls the jail to see if I have any warrants, they have child support warrant for court date I missed because I was locked up, I explain that I was locked up, this officer knows I was locked up because his partner was arresting officer and he detains me inside the restaurant, refuses to allow me to step outside, refuses to let me say bye to my kids in the car, costs me the job...obviously...and girlfriend has to miss work to go to child support office where they had a record that we had notified them of my incarceration prior to my court date but nobody bothered to check the file before issuing warrant...so they give girlfriend a release and I am still detained at jail for six hours after child support faxed over the release form. Cop was off duty and made two (2) phone calls to see if he could pop me on anything and all I was doing was talking to manager about getting a job at this establishment. Entire episode takes place in front of staff, patrons, girlfriend and my two kids. Was I harred?
